951.03 AUTHORITY OF OFFICE CLERK.
   The Director of Public Service shall designate an office clerk in City Hall whose duties shall be:
   (a)   To compile and keep accurate files and records regarding cemeteries owned by the City;

   (b)   To sell cemetery graves, lots or niches to qualified applicants for burial purposes; an option to purchase a grave or niche may be granted upon a down payment of a minimum of one hundred dollars ($100.00) per grave or niche and in the event that the total purchase price is not paid within twelve months, the down payment shall be forfeited to the City. If death should occur and use be required prior to full payment, payment in full shall be required prior to interment;

   (c)   To execute, issue and deliver to the purchasers, right of burial and right of inurnment permits for graves, lots and niches as required upon compliance with the terms of the sale;
   (d)   To issue permits upon payment of the fees fixed in Section 951.04; and
   (e)   To report, account and deliver to the Director of Finance, daily, any money received and to obtain a receipt therefor.
