No person, firm, partnership, association, corporation or other business enterprise shall operate or attempt to operate a community antenna television system within the City without obtaining a franchise for that utility operation from Council according to Section 18.01 of the City Charter, subject to such reasonable regulations for the operation of the utility as may be imposed by Council.
