Should Council subsequently determine that the cost of disconnecting and removing the unlawful connection from the sanitary sewer system warrants reimbursement to the City by the owner, it may direct the Clerk of the Building and Zoning Department to bill the owner for the entire cost incurred for the disconnection and removal and to demand payment therefor, within a specified period of time. Should the owner, within the time, fail to reimburse the City for the cost of disconnection and removal, the cost may be certified to the County Auditor for collection against the owner the same as other taxes and assessments are collected.
