Whenever the Director of Public Service finds that any roof drain, downspout or other type of storm water conveyance from any building, structure or land is connected into any sanitary sewer within the City, he is authorized and directed to notify in writing by certified mail, the owner of the building, structure or land, of the existence, nature and location of the unlawful sanitary sewer connection and to direct the owner to disconnect and remove the connection within a period of time not to exceed thirty days from the date of the service of the notice, unless existing circumstances, in the judgment of the Director, require a longer period of time to comply. Should the owner fail or refuse to disconnect and remove the connection within the period of time specified in the notice, the Director shall forthwith proceed to disconnect and remove the unlawful connection by employing the necessary labor, tools and equipment to do so.
