909.08 PERMIT FEES; NEW CONSTRUCTION.
   Fees for the construction of new sidewalks and permits required therefor in Section 909.01 are as follows:
   (a)   Where, at the discretion of the City Engineer and the Director of Public Service, no new engineering service is required for grade or alignment stakes, the fee shall be ten dollars ($10.00) per owner per lot.
   (b)   Where additional professional City engineering services are necessary for setting grade stakes or alignment stakes or where other professional engineering work or services are necessary to insure the proper construction of sidewalks or curbs on public rights of way, whether the same is undertaken by the City contractors or by an owner or private contractor who must avail himself of the City Engineer's work and services, a permit fee of thirty dollars ($30.00) shall be collected to cover the cost of the engineering services, except when the work is to be done in a subdivision which remains under a performance bond posted by the developer.
   (c)   If the City Engineer estimates that the necessary engineering services will exceed the dollar amount collected in subsection (b) hereof, then the actual expense incurred not to exceed one dollar ($1.00) per linear foot of sidewalk or curb, shall be deposited, subject, however, to a refund of the difference between the deposit and the actual engineering services and costs incurred by the City Engineer, which lesser amount shall be included as an assessable cost under a City improvement project.
   (d)   Subsections (a), (b) and (c) hereof shall have no application to, nor shall any permit fee be charged, for sidewalk repairs.
