The Director of Public Service and the City Engineer shall establish standards for the construction of culvert drainage pipes in appropriate unsewered areas throughout the City. Each owner and developer of lands adjoining a public thoroughfare shall be responsible to contract and maintain a drainage culvert of the size and length determined by the City Engineer to accommodate surface water run-off adjoining the premises. The culvert shall remain unobstructed and in good condition and shall be installed at grades determined by the City Engineer and backfilled according to the City's design manual. The Director shall be responsible for the installation, maintenance, repair and replacement of culvert pipe in the event an owner or developer shall fail to make the culvert construction herein required.
