On any street or highway wherein stone or concrete curbs are in place, no person, other than an authorized state, county or municipal employee, shall cut a curb for any purpose whatsoever, nor install a driveway approach or a culvert within a public right of way, without obtaining a permit to do so as provided in this chapter. The number of curb cuts, drive approaches and culverts shall be limited by the Service Department to the minimum number that will provide proper ingress and egress to the property served and to provide for needed services.
