905.01 RESPONSIBILITY OF OWNERS AND DEVELOPERS OF LAND FRONTING PUBLIC WAYS.
   The owner or developer of any newly constructed lots and lands having frontage upon land to be used as a public right of way shall install culvert drain pipe of a standard size and type to conform to the established street grade over which ingress and egress may be made, after securing a permit from the Director of Public Service for such a culvert installation. Upon failure of the owner or developer to install the pipe, the Director or the City Engineer shall have necessary culvert pipe installed within the right of way and in such event the owner or developer shall pay for the installation. In the event the costs are not paid within thirty days after billing, the same shall be certified to the County Auditor by the Clerk of Council and assessed by the Auditor accordingly.
