Should the permittee fail or refuse to restore the street, alley, sidewalk or public ground to the specification required by the Director of Public Service, the Street Commissioner shall attend the restoration. The Director is authorized to deduct, upon the statement of the Street Commissioner, the reasonable cost of restoration and the cost of on-site inspection services at rates prescribed in the latest contract, ordinance or resolution providing for the services of the City Inspector from the deposit provided for in Section 901.04 and return the balance, if any, to the permittee. The remedy herein shall be in addition to the penalty provided in Section 901.99.
