(a) No person shall drive a taxicab unless he has secured a driver's license as provided in this section and his driving record has been reviewed and approved by the Police Department.
(b) No such license shall be issued to any person who is not familiar with the traffic laws and ordinances of the City. The Chief of Police shall examine each applicant for a taxicab driver's license to determine the competency of the applicant, and no such license shall be issued except upon a certificate from the Chief that the applicant has demonstrated his ability to consistently and safely operate, based upon his past driving records and any other facts available to the Police Department, a vehicle operated for the public convenience. In lieu of the demonstration, the Chief may accept certification of such ability from another municipal police department. Each driver shall be of good moral character and repute and possess a satisfactory driving history.
(c) Council may revoke any taxicab driver's license or any taxicab business license for repeated violations of traffic laws or ordinances or of any ordinance regulating the conduct of the drivers; and may revoke the authorization of any previously approved driver to operate such a taxicab based upon an advanced driving record either prior to the issuance of the license or occuring during the period of the license.
