No person shall operate or cause to be operated a taxicab or proffer the service of any vehicle as a taxicab unless the owner of that vehicle has obtained a taxicab license as provided in this chapter. Every such taxicab license shall be issued on or before June 30 of the year in which issued. Licenses issued on or after December 1st of any year shall be issued at one-half the annual license fee provided herein. Applicants for renewal shall be submitted on or before April 1 of each year.
(a) Resident Business License
(1) A resident taxicab business shall be one whose principal place of business is in the City or which desires to serve City residents on a nonrestrictive, full-time basis.
(2) The annual license fee for each resident taxicab shall be twenty-five dollars ($25.00) for the first taxicab owned by any person applying for a resident business license and ten dollars ($10.00) for each additional taxicab. The license fee shall be paid at the time of application for a license and fifteen dollars ($15.00) shall be refunded in the event that a license is denied.
(3) A five dollar ($5.00) per vehicle inspection fee shall be charged when such vehicles are inspected by the City.
(4) A one dollar ($1.00) per operator charge shall be collected for the City Police Department's driving record check of the owner and or employee for whom a driving record check is run.
(b) Nonresident Limited Business License.
(1) A nonresident taxicab business shall be one whose principal place of business is located outside the City and which desires to serve City residents on a restrictive, part-time basis.
(2) Council shall set forth limits and restrictions in the license granted based upon the requested extent of service desired to be rendered by the applicant as enumerated in his application for license.
(3) The annual license fee for each nonresident taxicab company shall be twenty-five dollars ($25.00) regardless of date of issuance or the number of taxicabs operated in the City.
(4) A five dollar ($5.00) per vehicle inspection fee shall be charged when such vehicles are inspected by the City.
(5) A one dollar ($1.00) per operator charge shall be collected for the City Police Department's driving record check of the owner and or employee for whom a driving record check is run.
