For the purpose of this chapter:
(a) "Taxicab" means any vehicle whose owner or driver solicits, secures or accepts passengers for hire upon hail or request on the streets of the City.
(b) "Taxicab service" means any business established for the purpose of operating taxicabs and the transportation of passengers for hire for departure from the City or delivery to the City, or points of departure or arrival located therein, excluding therefrom limousine services.
