(a) No person shall dismantle or wreck any motor vehicle or part thereof for any business or commercial salvage purpose or accumulate or store for sale the wreckage or parts of dismantled or wrecked motor vehicles, on any open lot or parcel of land not enclosed within a fence at least six feet in height, which fence shall be built of tight board, masonry, or comparable tight construction capable of withstanding a wind pressure of thirty pounds per square foot.
(b) This section shall not apply to any lot or parcel of land within an industrial use district established by the Zoning Code.
