703.16 FEES.
   (a) Each person receiving emergency medical service from the City shall pay a utilization charge therefor determined as follows:
      (1)   The utilization fee for each response by the City to a call for emergency medical services charged shall be as follows:
         A.    For Basic Life Support services without transport, there shall be no fee.
         B.    For Basic Life Support services with transport, the fee shall be five hundred fifty dollars ($550.00) plus twelve dollars ($12.00) per mile.
         C.    For Advanced Life Support 1 (ALS1) services without transport, there shall be no fee.
         D.    For Advanced Life Support 1 (ALS1) services with transport, the fee shall be six hundred fifty dollars ($650.00) plus twelve dollars ($12.00) per mile.
         E.   For Advanced Life Support 2 (ALS2) services, the fee shall be seven hundred twenty-five dollars ($725.00) plus twelve dollars ($12.00) per mile.
         F.   To account for inflation and increasing cost of providing EMS to the community, transport fees for BLS, ALS 1, ALS 2 and mileage shall each increase two percent (2%) on January 1, 2018 and January 1 each calendar year thereafter, subject to revision by the City Council in accordance with this ordinance.
      (2)   Any Stow Resident who is transported by Stow EMS and after all other available means of payment by an insurer or other third party payer have been exhausted, the City shall treat revenue from local taxes as payment and shall not bill the resident for the balance owed. This billing practice is approved by the Department of Health and Human Services as stated in OIG Advisory Opinion 04-14.
      (3)   The Director of Finance may waive the aforesaid fee or a portion thereof, where he finds and determines that an individual who is not a Stow resident and is receiving the services is indigent or otherwise unable to pay for such services, and there is no other source for the payment thereof. The Director of Finance and/or the Fire Chief shall notify each party billed of the terms of this subsection in conjunction with the billing for the fee.
   (b)   The charges herein shall be in addition to any other charges payable for such services, including, but not limited to, any tax levied, all or a part of which pays any portion of the cost of emergency medical services, and/or any charges for services rendered by others.
