(a) No person shall operate or maintain an ambulance or emergency medical service vehicle, or an ambulance or emergency medical services business, for the care or transportation of patients, and use the streets of the City, without first obtaining a license for each ambulance or emergency medical service vehicle from the City.

(b) No licenses shall be required for an ambulance or emergency medical service vehicle under the following conditions:
(1) It is rendering assistance to City-licensed ambulances or emergency medical service vehicles in the case of a major catastrophe or emergency with which the licensed ambulances of the City are insufficient or unable to cope.
(2) It is operated from a business location, office or headquarters outside of the City, and is transporting a patient from outside of the City to a location within the City; or is passing through, and has no intermediate or final destination in the City.
