(a) Upon compliance with the foregoing, and upon approval of the Alarm Administrator, the alarm license shall forthwith be issued to the applicant by the Alarm Administrator.

(b) The alarm user of a direct connect alarm system shall pay a monthly monitoring fee of forty dollars ($40.00) to the City of Stow. Said monthly fee shall be due the first day of each calendar month during which the license is in effect, the first monthly payment being due the first day of the calendar month following issuance of the license. The failure to promptly pay the monthly monitoring fee shall constitute just cause for the revocation and/or non-renewal of the license.
(c) Licenses issued pursuant to the provisions of this chapter shall remain in effect until cancelled by the alarm user or revoked by the City, provided, however, that licenses for direct connect alarm systems shall be subject to the annual renewal and shall run from January 1 through December 31 unless otherwise cancelled or revoked. Users of direct connect alarm systems shall, upon license renewal, pay a license renewal fee of fifty dollars ($50.00).
