There shall be required from every new customer, or previous customer with a record of late payments, a $125.00 deposit intended to guarantee the payment of bills for utility service. The deposit shall be returned after 12 months of prompt payments (with one month forgivable late payment) or if the account is closed and paid in full. No interest will be paid on the deposit.
