§ 150.31  POWERS AND DUTIES OF HOUSING INSPECTOR.
   The Housing Inspector shall enforce the provisions of this subchapter and exercise the duties and powers herein prescribed. Duties and powers of the Housing Inspector are:
   (A)   To investigate housing conditions; inspect dwellings and dwelling units located in the county; determine which dwellings and dwelling units are unfit for human habitation or otherwise in violation of this subchapter and carry out the objectives of this subchapter;
   (B)   To take such action, together with other appropriate departments and agencies, public or private, as necessary to effect rehabilitation of housing which is deteriorated, or to effect demolition of dilapidated housing and carry out the general spirit and purpose of this regulation;
   (C)   To keep a record of the results of inspections made under this subchapter, including a list of all those dwellings inspected and not in compliance with the Housing Inspector's report;
   (D)   To administer oaths and affirmations and to examine witnesses and receive evidence;
   (E)   To enter upon premises for the purpose of making examinations and inspections; provided, such entries shall be made in accordance with this subchapter and state law, and shall be made in such a manner as to cause the least possible inconvenience to the persons in possession; and
   (F)   To swear criminal warrants, issue civil citations and to take such actions as may be necessary to carry out the enforcement procedures of this subchapter.
