Pursuant to G.S. § 160A-441, the Stoneville Town Council finds and declares that there exists in the Town of Stoneville dwellings which are unfit for human habitation. These conditions exist because of reasons which include, but are not limited to, dilapidation, defects increasing the hazards of fire, accidents and other calamities, lack of ventilation or light, lack of safely maintained sanitary facilities, accumulations of garbage or rubbish, and other conditions rendering such dwellings unsafe, unsanitary, dangerous, and detrimental to the health, safety, and welfare of the residents of the Town of Stoneville. In accordance with G.S. Ch. 160A, Art. 19, Part 6 (G.S. § 160A-441 et seq.) (Minimum Housing Standards), it is the purpose of this subchapter to establish minimum standards of fitness for the initial and continued occupancy of all buildings used for human habitation, and to provide for the repair or demolition of all structures designed or utilized for such purpose but found to be substandard or unfit under the terms of this subchapter, and to impose requirements upon owners and occupants for maintaining these minimum standards.
