§ 31.002  COUNCIL TO APPOINT DEPARTMENT HEADS, OTHER POSITIONS.
   (A)   Except as the Council may from time to time delegate, the Council shall appoint, suspend and remove all town employees. It may also appoint interim department heads while searching for a person to fill a vacancy.
   (B)   Each department head shall shall see that all laws and policies relating to his or her department are faithfully executed. Except as the Council may change from time to time, personnel actions not involving the appointment, suspension or dismissal of employees shall be taken by department heads. The department heads shall keep the Council apprised of any such personnel actions.
   (C)   By letter filed with the Town Clerk, each department head may designate a qualified person to perform his or her duties during his or her temporary absence or disability. This designation is subject to the approval of the Council, which may revoke it at any time and appoint another individual to serve as head of that department until the department head returns or his or her disability ceases.
