Under no circumstances shall the town amend, supplement, or change the watershed regulations that would cause the regulations to violate the watershed protection rules as adopted by the N.C. Environmental Management Commission. All amendments shall be filed with the N.C. Department of Environment, Health, and Natural Resources, Division of Environmental Management, Division of Environmental Health, and the N.C. Department of Commerce, Division of Community Assistance.
