§ 93.01  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADMINISTRATOR. The person designated by the Council to perform the responsibilities assigned by this chapter to the Administrator.
   ANIMAL CONTROL OFFICER. The person designated by the Administrator to perform the duties related to any animals found to be subject to the provisions of this chapter.
   DOMESTIC ANIMAL. A domesticated or tame animal that is kept principally as a pet; except that, livestock and wild animals shall not be regarded as DOMESTIC ANIMALS.
   HOUSEHOLD. A home, place or dwelling structure occupied by an individual or several individuals as a residential habitation.
   INDOOR PETS. Dogs, cats and/or other species of animals customarily considered pets, which said animals are usually confined by their owners within a household dwelling or other completely enclosed and roofed building structure, and which animals are only occasionally removed from the residential unit or building structure so that the substantial majority of time the pet is confined indoors.
   LIVESTOCK. All equine species, including horses, ponies, donkeys and mules; all bovine species, including cows and cattle; all ruminants, including goats and sheep; some poultry species, including roosters, ducks and turkeys; and all other animals and non-plant life, that typically are kept primarily for productive or useful purposes rather than as pets. For purposes of this chapter, none of the above listed species or animals may be considered to be pets.
   OUTDOOR PETS. Dogs, cats and other species of animals customarily considered pets which said animals are quartered outside of their owner's household dwelling or other completely enclosed roofed buildings. Female chickens shall be allowed as outdoor pets subject to the requirements as set forth in § 93.06.
   OWNER. Any person owning, keeping or harboring an animal. An animal shall be deemed to be harbored if it is fed or sheltered for three consecutive days.
   RESTRAINT. An animal is under restraint if it is on the property or premises of its owner or if it is under the immediate and effective control of a responsible person or if it is secured by a leash or lead.
   RUNS AT LARGE. An animal runs at large when it is off the premises of the owner and is not under the immediate and effective constraint of the owner or other competent person in charge of the animal.
   WILD ANIMAL. An animal that:
      (1)   Typically is found in a non-domesticated state and that, because of its size or vicious propensity, or because it is poisonous, or for any other substantial reason poses a potential danger to persons, other animals or property; or
      (2)   Is classified as a wild animal by the State Wildlife Resources Commission (WRC) so that any person wishing to possess the same is required by state law to obtain a permit from WRC.
