§ 90.53  REQUIREMENTS FOR ISSUING PERMIT.
   (A)   Persons who otherwise meet the requirements for a parade permit and who receive a parade permit are entitled to exercise their First Amendment rights in all areas of the town. After the applicant has made known the general area in which he, she or it wishes to conduct the parade, the Town Manager shall establish, after consultation with the Chief of Police, Fire Chief and Public Works Director, the specific streets and thoroughfares that are to be used for the parade, the route of the parade and the time limits within which the parade may be held.
   (B)   The Town Manager shall issue a permit as provided hereunder when, from a consideration of the application and from such other information as may otherwise be obtained, he or she finds that:
      (1)   Adequate provision can be made for the safe and orderly movement of the parade and of other traffic, pedestrian and vehicular, contiguous to its route;
      (2)   Adequate provision can be made for police and fire protection which will not require diversion of so great a number of police or fire officers of the town to police properly the lines of movement and the areas contiguous thereto as to prevent normal police and fire protection to the town; and
      (3)   The applicant for the parade permit has agreed to abide by the standards hereinafter set forth below which are necessary measures to promote the safety and welfare of the community.
