The Council finds that a medical emergency parking zone is necessary in certain locations to accommodate the parking needs of those requiring medical treatment and that, in order to assure the necessary availability of this zone, the administration shall install appropriate signs, demarcation and traffic-control devices to give notice that within such zones that parking is limited to use during medical emergency only and that other uses will subject the violators to the towing of the occupying vehicle.
