§ 31.31 APPOINTMENTS; VACANCIES.
   (A)   The officers of the Youth Commission are to be appointed annually by the Village President, with ratification by the Board of Trustees.
   (B)   Appointments to the Commission shall be made before, and become effective on, May 1 of each year.
   (C)   Vacancies are to be filled for the remainder of the unexpired term.
