The duplicate of a subdivision map or plat, as required by § 153.16, shall be kept on file with the Village Clerk. No map or plat shall be approved until it has been properly certified by a surveyor and acknowledged by the owner, as provided by statute, not until all the streets therein are graded and placed in good traveling condition by the party asking for approval.
