For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
FENCE. A structure, including gates, which is a barrier and used as a boundary or means of protection or confinement.
OPEN FENCE. A fence which has, over its entirety, at least 80% of the surface area in open space, as viewed at right angles from the fence; except that, the required open space in louver-type fences may be viewed from any angle.
SEMI-OPEN FENCE. A fence which has over its entirety at least 50% of the surface area in open space as viewed from an angle ranging from 45 degrees to 90 degrees from the fence or at least 50% of the surface area is open to permit air circulation even if the vision through the fence is blocked more than 50%. Fences constructed as board-on-board, picket or louver type fences and chain link fences with Venetian blinks are considered SEMI-OPEN FENCES.
