Whenever a contractor makes an opening in a public sidewalk, parkway, curb, street or alley, the contractor shall backfill the opening according to this code. The village shall install the appropriate finishing material (i.e., asphalt, concrete, topsoil, seed or sod). The contractor shall pay a fee in the amount of $500 to the village before making any opening.
