      (A)   The fees for permits shall be set forth in the following schedule. Copies of this schedule shall be on file in the Village Clerk’s office and in the office of the Building Inspector:

   (B)   Water transmission and sanitary sewer connection fees.
      (1)   All new users, commercial and/or residential, shall be required to pay a permit fee to access the village’s water distribution system and the village’s sanitary system. This includes all new construction.
      (2)   The permit fee shall be $1,000 which shall include the connection to both systems, the location of the respective pipes and the supervision of the connection process; if the respective point of connection crosses any right-of-way of the village and/or third-party property line said connection shall be in the amount of $1,500.
      (3)   Connection to the village’s water transmission system and sanitary sewer system shall be permitted from April 1 thru November 15 of the calendar year, access to said systems is otherwise prohibited unless prior written permission is obtained from the village.
      (4)   Any violation of this section shall be subject to a fine of $750 for each and every day that the violation occurs.
