(A) Regular meetings of the Board of Trustees shall convene, unless otherwise publicized pursuant to law, at 6:00 p.m. on the second and fourth Tuesdays of each month. No further notice of regular meetings shall be required.
(B) The President or any three Trustees may call special meetings of the Board of Trustees. In addition to any notice requirement prescribed by the Board of Trustees, public notice of meetings must be given as prescribed in ILCS Ch. 5, Act 120, §§ 2.02 and 2.03, of the Open Meetings Act.

(A) The Village President shall be the presiding officer of all regular and special meetings of the Board of Trustees and at all times when the Board meets as a committee of the whole.
(B) The President shall not vote on any ordinance, resolution or motion, except:
(1) Where the vote of the Trustees has resulted in a tie;
(2) Where one-half the Trustees have voted in favor of an ordinance, resolution or motion even though there is no tie vote; or
(3) Where a vote greater than a majority of the corporate authorities is required by this code to adopt an ordinance, resolution or motion.

No vote or action of the Board of Trustees shall be rescinded at any special meeting of the Board unless there is present at the special meetings as many members of the Board as were present at the meeting when the vote or action was taken, as provided by statute.
