No person, whether a holder of a peddler’s license or not, in going along the streets, alleys or public places of the village or in such close proximity thereto as to be audible shall call out, cry or use or operate any whistle, bell, horn, radio, phonograph or other sound-making device for the purpose of advertising any goods, wares or merchandise for sale, barter or exchange or of inviting the patronage of any person to do any business.
