(A) A non-refundable application fee shall be paid to the village upon application for an advertising display sign permit. The application fee shall be determined from time to time.
(B) An annual permit fee shall be charged to the owner of the advertising display sign at a rate to be determined from time to time per square foot of sign face. The permit fee for a new display sign shall be paid upon approval of the application of the applicant and before the start of construction of the sign. The initial permit fee for a sign to be newly constructed shall be prorated as to the time between the date the application is approved and the time remaining for the fiscal year through April 30 of the year.
