(A) It shall be unlawful for any person engaged in outdoor advertising to permit any refuse resulting from this work to accumulate anywhere in the village, except by placing it in properly established refuse receptacles.
(B) It shall be unlawful to permit any loose, flapping or combustible materials to hang from or be attached to any billboard or signboard or other place used for display or advertising purposes. All refuse resulting from the operation of this business shall be gathered up carefully and disposed of properly.
