(A) Every billboard requiring issuance of a permit for erection shall be registered with the office of the Village Clerk by the person maintaining the billboard.
(B) Every billboard for which a permit has been issued and hereafter erected, constructed or maintained shall be plainly marked with the name of the person, firm or corporation owning, erecting, maintaining or operating the billboard.
