No billboard shall be enlarged or relocated, except in conformance with the provisions of this subchapter for new billboards, nor until a proper permit has been secured. The changing of movable parts of an approved billboard that is designed for the changes or the repainting or reposting of display matter shall not be deemed an alteration; provided, the conditions of the original approval and the requirements of this subchapter are not violated.
