§ 110.020 PURPOSE; PROHIBITION.
   (A)   The number of billboards in the village is limited to 12. No billboard in excess of 12 billboards shall be erected or constructed unless an existing billboard is relocated or reconstructed at a new location. A digital or static billboard may be relocated or reconstructed if:
      (1)   The existing billboard was lawfully erected and registered as may be required by village ordinance; and
      (2)   The reconstructed or relocated billboard will conform with all ordinances of the village at its new location; and
      (3)   The relocated or reconstructed billboard is erected after the existing billboard is removed or demolished; and
      (4)   The new billboard is no larger than 672 square feet per face and no taller than the billboard that was removed or demolished.
   (B)   The purpose of division (A) above is to minimize the aesthetic harm caused to adjacent property owners and the village as a whole by the unregulated proliferation of billboards. Such aesthetic harms include, but are not limited to, reductions in property values, hampering the economic growth of the village, and an overall reduction in the beauty of the village.
