It shall be unlawful to create within the village an excessive noise in the vicinity of any school, institution of higher learning, church, court or hospital while in use, which unreasonably interferes with the workings of the institution or which disturbs or unduly annoys patients in the hospital; provided, conspicuous signs are displayed in the vicinity of any building indicating it is a school, hospital, court or church.
