It shall be unlawful to play, use, operate or permit to be played, used or operated any radio receiving set, musical instrument, phonograph, television receiving set or other machine or device for the production or reproduction of sound, as follows, measured at the property line of the property where the music or other sounds are being produced:
(A) At greater than 55 decibels between 11:00 p.m. and 7:00 a.m.; or
(B) At greater than 65 decibels at any other time.
