To facilitate the cleaning of streets and public thoroughfares within the village, it shall be unlawful, where parking is not otherwise prohibited, for any person to stop, stand, park or leave unattended a motor vehicle on any street or public thoroughfare within the village, between the hours of 9:00 a.m. and 3:00 p.m. during the course of the year for the purposes of permitting the village or its agents to clean any of its streets designated by appropriate signs.
