§ 72.20 PERMIT PARKING REGULATIONS.
   (A)   (1)   Permit parking only. No person shall park his or her vehicle on a street posted permit parking only. Violators will be towed unless the person possesses the proper permit.
      (2)   Posting and notice. The Director of Public Safety shall be empowered to post signs and provide proper notice of the restrictions on parking pursuant to this division (A).
      (3)   Limitations. The provisions of this division (A) imposing restrictions on parking do not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
   (B)   (1)   A village resident may receive permission to park overnight on the village streets without the proper parking permit, upon notifying the Police Department on the day preceding the night of the parking of the vehicle. A village resident or outside guest with the permission of the resident may apply for and receive permission to park his or her vehicle on the street in violation of the permit parking restrictions 12 times per year per vehicle.
      (2)   No parking permits for the village shall be issued to any non-residents, whether temporary or otherwise.
      (3)   A temporary parking permit may be purchased from the Village Clerk in the amount of $30 for a two-month period or as may be amended by the Village Board of Trustees. In order to qualify for a temporary parking permit the vehicle must be owned, leased or rented by a resident and the vehicle may not be registered by the Secretary of Illinois State as a “D” or above license plate. One renewal will be permitted per year. Categories listed in divisions (C)(1) and (C)(4) are exempt from the renewal restriction.
   (C)   Notwithstanding any other provision in this section, the following categories of people shall be eligible to purchase a temporary parking permit with proper documentation:
      (1)   Healthcare providers who provide health care services to residents of Stone Park and need the permit to facilitate the provision of those services.
      (2)   Individuals whose family lives in Stone Park and who are attending college and need the permit to facilitate visits home to their family.
      (3)   Stone Park resident whose vehicle is being repaired and are using a rental car or a vehicle loaned to them during the repairs. Must have government issued driver's license or I.D. with a Stone Park address and repair/rental verification paperwork.
      (4)   Stone Park residents who are assigned a company owned vehicle, from a car dealership are eligible for a six-month term parking permit for $100 that may be renewed twice per year. Must have government issued driver's license or I.D. with a Stone Park address. Vehicle must not have any company logo or advertisement.
   (D)   Parking along the east side of 44th Avenue from Division Street to Hirsch Street is limited to vehicles that display residential parking permits issued by the village.
   (E)   No vehicle shall be permitted to park on the 1500 blocks of 39th Avenue and 40th Avenue between the hours of 10:00 p.m. and 6:00 a.m. unless a village vehicle sticker is properly displayed in the windshield of the vehicle.
