No person shall park a vehicle within an alley in a manner. No person shall stop, stand or park a vehicle within an alley in a position as to block the driveway entrance to any abutting property. Residents may park their vehicles directly behind their respective residence for a period of no more than 15 minutes for the purpose of unloading their vehicle.
