(A) Every owner or operator of a motor vehicle or motor bicycle who resides within the village shall pay each year to the Clerk a tax or license fee for the use of each motor vehicle or motor bicycle used on any public street or alley in the village, as is hereinafter provided.
(B) Every owner or operator of a motor vehicle or motor bicycle where the vehicle is principally garaged within the village, or principally dispatched from the village or where the movements of the vehicle usually originate from the village shall pay each year to the Clerk a tax or license fee for the use of each motor vehicle or motor bicycle used on any public street or alley in the village, as is hereinafter provided.
