(A) The monthly rate to all consumers and users of the village water system is charged to the account of every property that is supplied by the village with a water connection to that property.
(B) All dwelling units are charged an individual base rate per habitable unit.
(C) All commercial buildings are charged a monthly base rate, different from the residential rate.
(D) Charges for water consumption and usage are payable to the village at the time and in the manner specified in § 52.55.
