(A) One recycling bin for use in recycling programs operated by the village shall be provided to each premises within the village.
(B) Replacements and cost of maintenance shall be paid for by owner or occupant of the premises. If the owner or occupant reports that a bin has been stolen to the Police Department and if the report prepared by the Police Department supports the owner or occupant’s statement that the bin was stolen, then the owner or occupant shall not be required to pay for the replacement bin.
