(A) It shall be the duty of every owner or the owner’s agent or the occupant of any house, building, flat, apartment or tenement in the village where people reside, board or lodge or where animal or vegetable matter is prepared or served and at all times to maintain in good order and repair a separate can for garbage, a separate receptacle for tin cans, bottles, ashes and similar refuse. Replacement receptacles shall be paid for and maintained by the owner or occupant of the premises. If the owner or occupant reports that a bin has been stolen to the Police Department, and if the report prepared by the Police Department supports the owner or occupant’s statement that the bin was stolen, then the owner or occupant shall not be required to pay for the replacement bin.
(B) It shall be the duty of every occupant described in division (A) above to deposit nothing but garbage or paper in the can provided for garbage and nothing but tin cans or bottles in the receptacle provided for them.
(C) All garbage and trash shall be stored in containers with tight-fitting covers.
