(A) A monthly rate shall be charged to every single-family residence, 2-flat, 3-flat and 4-flat according to the following monthly schedule for the purpose of paying the cost of the collection of garbage and rubbish from either the front or alley of any residence or apartment building of four units or fewer within the corporate limits of the village:

(B) Stores, service stations, industries, offices, churches, schools and apartment buildings having more than six units shall remove or cause to be removed all waste, garbage or rubbish at least once every seven days or more often if necessary to protect the health and safety of the residents of the village by the hiring of private scavengers.
