(A) Subject to division (B) below, the corporate authorities hereby require all residents and businesses within the corporate limits of the village to connect/reconnect to the village water and sewer transmission system within six months of the passage of this section.
(B) Residents and businesses that do not connect/reconnect to the village water and sewer transmission systems shall either: (1) enter an annual fee agreement with the village; or (2) annually pay a fee to the village equal to the difference between the annual revenue that would have been collected by the village if the resident was connected to the village water and sewer system and the annual revenue collected by the third party entity providing water and sewer transmission systems. Residents and businesses selecting the later option shall cooperate in providing any necessary releases or information necessary to determine applicable fee amounts.
