It shall be unlawful for any person to transport, carry, possess or have any alcoholic or intoxicating liquor or beverage in or upon or about the driver's or passenger's compartment of any motor vehicle, except in the original package with the seal unbroken. It shall be unlawful for any person to transport, carry, possess or have any alcoholic or intoxicating liquor or beverage in or upon or about any public street, public alley, public sidewalk, public park, public parking lot, or other publicly-maintained way, or privately-owned and/or maintained parking lot provided for public use within the Village, except where such alcoholic or intoxicating liquor or beverage is in its original package with the seal unbroken. Any person convicted under this Section shall be subject to a fine of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for each offense.
