8-13-8-3: MONITORING FACILITY OPERATION:
   A.   The operation of monitoring facility flow meters and sampling devices, including the reading and recording of discharge volume and water quality sampling, shall be performed by the Village unless otherwise specified in a user's individual wastewater discharge permit.
   B.   The user may request split samples of its wastewater at any time, provided the additional cost to the Village of splitting the sample, if any, is paid by the user. The user shall provide the Village at least five (5) days written notice of its request for a split sample. The user may obtain samples with its own resources as well.
   C.   Samples required by a user's individual wastewater discharge permit shall be collected as required and analyzed by the Village's laboratory. If the Village's laboratory is unable to analyze samples for any reason, an alternative analysis laboratory shall be used. The alternative laboratory shall be chosen and agreed to by the Village and user. The costs of laboratory analysis shall be billed to and paid by the user on a monthly basis.
   D.   All devices used to measure wastewater flow and quality shall be calibrated semiannually by a manufacturer's representative or other independent party to ensure their accuracy. The Village or user may initiate special procedures to verify that the wastewater sampler is collecting representative samples. If a party does initiate verification of a sampler, the party shall provide notice to the other party no less than two (2) days before the verification is to be made. The user shall organize semiannual calibrations of wastewater flow and quality devices. The user shall pay any expenses related to the calibration or verification of monitoring facility devices, whether initiated by the Village or user.
