A user with an expiring individual wastewater discharge permit shall apply for individual wastewater discharge permit reissuance by submitting a complete permit application, in accordance with this chapter, a minimum of ninety (90) days prior to the expiration of the user's existing individual wastewater discharge permit. A User whose existing wastewater discharge permit has expired and who failed to timely submit its re-application will be deemed to be discharging without a wastewater discharge permit.
